PALE BELIEVES BH ELECTION SHOULD BE BOYCOTTED

SARAJEVO/PALE, Sept 9 (Hina) - The Bosnian Serb political leadership in Pale will most probably decide to boycott the Bosnian municipal election scheduled for 13 and 14 September. Acting president of the Serb Democratic Party Aleksa Buha and the party's vice-president, Velibor Ostojic, told reporters in Pale on Tuesday they would demand of representatives in the Bosnian Serb parliament to make such a decision at a session to be held tomorrow. The Bosnian Serb parliament was dissolved by Republika Srpska president Biljana Plavsic two months ago and is not authorized to make any decisions or pass any laws, a decision disregarded by the leadership in Pale. According to Buha, the SDS requested the Organization for Security and Cooperation in Europe to guarantee that there would be no arrests on election day on the basis of indictments by The Hague tribunal, but the request was denied. Requests that executive municipal authorities include representatives of opposition parties were unacceptable, he added. The hard-liners in Pale reproached OSCE on the voter registration procedure, claiming many Serbs were denied the right to vote without explanation. "In view of the present situation and the causing of a political crisis, the Serb entity's government will propose to the parliament to sanction earlier decisions to call off the municipal election", said Ostojic who, together with Buha, accused Plavsic of tyranny and treason. According to Pale radio, SDS's three officials, including Bosnia Presidency member Momcilo Krajisnik, who were blocked by Plavsic's police inside Bosna Hotel in Banja Luka since morning, left the hotel accompanied by members of the NATO-led Stabilization Force in the afternoon.
