FROWICK HOLDS TALKS WITH CROAT, BOSNIAK OFFICIALS ON MOSTAR ELECTION

ELECTION $ MOSTAR, Aug 29 (Hina) - Robert Frowick, president of the Temporary Election Commission and head of the mission in BH of the Organization for Security and Cooperation in Europe, on Friday held talks with the president of the Croatian Democratic Union Party of BH (HDZ BH), Bozo Rajic, and Croat officials of the Hercegovina-Neretva Canton, followed by talks with Bosniak (Muslim) officials, headed by the prefect of the Hercegovina- Neretva Canton, Fatima Leho. Both meetings focused on difficulties related to the Bosnian September municipal election, a statement issued after the meetings said. Mostar's centre area as a special election unit remained an "open and the most difficult issue", the president of HDZ BH Rajic told reporters after the talks. The said area had not been established as an election unit according to either the Dayton accord, or the constitution or Mostar's transitional statute, he said, adding it "changes the spirit of the agreement on Mostar." Rajic hoped the Bosnian HDZ would not be brought to the position of having to renounce the election in Mostar. After the talks with Croat officials, Frowick assessed the situation relating to the municipal election in Mostar as very complex. OSCE was trying to open an election process based on a compound of OSCE's election rules and other agreements on Mostar, he said, adding he hoped a solution acceptable for all sides in Mostar would be found in the end. Hercegovina-Neretva Canton prefect Leho said Frowick and she had discussed preliminary work for the election in Capljina and Stolac. "An artificial change of the national composition in these municipalities cannot be allowed", she said. (hina) ha jn 291805 MET aug 97
