ZAGREB, June 27 (Hina) - In order to increase competitiveness of the economy it is not necessary only to decrease workers' rights, but to reorganise the state administration, tax system and education, participants of an international
union conference on labour law concluded on Thursday.

During the two-day conference in Zagreb, unions from some dozen
transitional countries dismissed their government's stances that
restrictions of workers' rights and social spending were necessary
for greater competitiveness and economic growth.
There are a number of measures which may be used to achieve this --
better infrastructure, legal and education systems and
technological innovations -- president of the European
confederation of unions, Emilio Gabaglio, said.
Unions are prepared to contribute to reforms, but these should not
be imposed from any side, Gabaglio said.
The president of the Alliance of Independent Croatian Unions, Davor
Juric, said Croatian unions would not allow the government to
unilaterally decrease workers' rights.
The announced amendments to the Croatian Labour Act can only
maintain or increase current rights, Juric said.
He expressed readiness for the continuation of dialogue with the
government and employers regarding amendments to the Labour Act,
but only if the amendments are a part of comprehensive development
measures.
