SARAJEVO, Jan 16 (Hina) - Experts of the Organisation for Security and Cooperation in Europe (OSCE) for disarmament, who arrived in Sarajevo today to organise the talks about the part of the peace agreement which relates to the
strengthening of regional stability, expressed their optimism as regards the results of the current Vienna talks on arms-control and regional stability.

and Cooperation in Europe (OSCE) for disarmament, who arrived in
Sarajevo today to organise the talks about the part of the peace
agreement which relates to the strengthening of regional stability,
expressed their optimism as regards the results of the current
Vienna talks on arms-control and regional stability. #L#
Heinz Vetschera, who is heading the three-member OSCE
delegation, said that one could expect that the Vienna talks on
disarmament and restoration of confidence would be concluded by the
end of the next week. The implementation of the agreement should
start immediately after the conference was ended.
The Dayton peace agreement provided for considerable arms-
restrictions for the Bosnian Serbs and the so-called Federal
Republic of Yugoslavia, the OSCE experts said, adding that all
countries in the region had to cooperate in the establishment of
stability and mutual trust.
The talks in Vienna had come to a stop because the Belgrade
government had still not submitted the data on the number and types
of heavy weapons. This was something all sides should have done by
January 13, the OSCE representatives said, adding they believed the
stalemate in the Vienna talks was only temporary.
The most difficult task would be the implementation of the
agreement, expert Adam Kobieracki said.
OSCE did not have executive authority on the basis of which it
could penalize the sides for not implementing the agreement, but
this should not be cause for concern.
'Don't forget that we have IFOR here which has major
authority', Heinz Vetschera said, adding the international
implementation force would be ready to act in case OSCE informed
them that some of the parties refused to carry out regulations of
the agreement on disarmament and restoration of confidence in the
region.
