has been postponed for January 23, according to diplomatic sources.

The first round of talks between representatives of Croatia,
Yugoslavia (Serbia/Montenegro), and Bosnia-Herzegovina (including
its both entities), began on January 5 and should have continued on
Tuesday, January 16.
The resumption of talks has been impossible as a delegation of
Belgrade has failed to submit the requested information on the
current number of troops and military arsenal of its armed force.
Under the Dayton agreements, all three parties are supposed to
limit their military equipment, particularly artillery, armed
vehicles, tanks and war planes complying with the agreement on the
conventional forces in Europe (CFE).
Under the Dayton peace agreements Annex 1-B Article 4, the
parties are due to report, within 30 days, on the current number of
troops and equipment of their armed forces, and the deal envisages
that the so-called reference value for the restriction should be
the quantity of weaponry of the army of Yugoslavia
(Serbia/Montenegro).
The talks on the arms control should finish by June 6.
