VIENNA, Jan 3 (Hina) - Talks on the regional security in former
Yugoslavia concerning the implementation of measures agreed upon in
Dayton, which are a continuation of December 18 talks in Bonn, were
to start in Vienna today under the supervision of the Organisation
for Security and Cooperation in Europe (OSCE). #L#
The first part of the talks on the trust-building and security
in Bosnia-Herzegovina, which are attended by representatives of
Bosnia-Herzegovina, the Federation of Bosnia-Herzegovina and the
Serb entity in Bosnia-Herzegovina, started this morning under the
chairmanship of the Hungarian ambassador Istvan Gyarmati.
The second part which should focus on arms control and the
establishment of military balance between Croatia, Bosnia-
Herzegovina and the Federal Republic of Yugoslavia did not start at
all. This part was to be chaired by the Norwegian General Vigleik
Eide and, along with the three Bosnian parties, it was to include
Croatian and Yugoslav delegations.
Using a regulation from the Dayton agreement, according to
which the three Bosnian entities participate in the talks on this
issue at the same level as internationally recognized states,
representatives of the Bosnian Serb entity tried to use the
opportunity and enter the international political scene.
The delegation of Bosnia-Herzegovina opposed this, saying that
only the Republic of Bosnia-Herzegovina was an international
subject, and the entities were not.
The dispute caused the seven-hour-long consultations which
ended with no result.
The delegation of the Republic of Croatia proposed that
General Eide open the talks with a statement which would clearly
say that five equal sides were taking part in the talks, and that
the Federation of Bosnia-Herzegovina and Republika Srpska were
entities within Bosnia-Herzegovina (which agrees with the spirit of
the Dayton agreements).
The Yugoslav and Bosnian Serb delegations refused this and all
other compromises aimed at ovecoming the dispute.
It was agreed that informal consultations continue on Friday
so that a solution could be found and the talks on arms control and
the establishment of military balance in former Yugoslavia could
start.
