SARAJEVO, Oct 5 (Hina) - The head of the United Nations Mission to Bosnia-Herzegovina, Jacques Klein, has ordered that additional measures be taken to advance security in Central Bosnia Canton, in Bosnia's Croat-Muslim federation.
Mission spokesman Douglas Coffman told reporters in Sarajevo on Tuesday Central Bosnia Canton police were incapable of resolving security issues, which he added directly affected the return of displaced persons. Central Bosnia Canton is one of two in the federation with a so called mixed administration regime. All relevant decisions are brought exclusively by consensus between Muslim and Croat authority representatives. According to international community representatives, that type of decision-making frequently leads to a blockade of authority, and enables the existence of parallel institutions. The measures ordered by Klein aim to ensure a complete unification
of the cantonal interior ministry, protect the police from
pressure, and ensure that it become fully professional.
The UN Mission will to that effect set up a special cantonal police
commissioner, which will supervise overall police performance and
manage the interior ministry.
The implementation of the plan consists of three operational
stages, and will commence on November 1.
