ZAGREB, May 25 (Hina) - Representatives of Opposition Six parties and the ruling Croatian Democratic Union (HDZ), on Tuesday reached agreement on basic principles of a new electoral law. The system of proportional representation will
be applied at the forthcoming elections for the House of Representatives of the Croatian National Parliament (Sabor). There will be ten constituencies - nine in Croatia and the tenth will be for Croatian nationals live outside Croatia. The number of representatives from the Croatia Diaspora should be determined on grounds of the so-called unfixed quota. The negotiator on behalf of the ruling party, Vladimir Seks, accepted a proposal of the opposition that a law on electoral units should be adopted along with the electoral law. and the ruling Croatian Democratic Union (HDZ), on Tuesday reached
agreement on basic principles of a new electoral law.
The system of proportional representation will be applied at the
forthcoming elections for the House of Representatives of the
Croatian National Parliament (Sabor).
There will be ten constituencies - nine in Croatia and the tenth
will be for Croatian nationals live outside Croatia. The number of
representatives from the Croatia Diaspora should be determined on
grounds of the so-called unfixed quota.
The negotiator on behalf of the ruling party, Vladimir Seks,
accepted a proposal of the opposition that a law on electoral units
should be adopted along with the electoral law. The electoral law
should be passed four months prior to the elections.
The HDZ and the heads of the parliamentary benches of the HSS
(Croatian Peasants' Party), the HSLS (Croatian Social and Liberal
Party), the LS (Liberal Party), the SDP (Social Democratic Party),
the IDS (Istrian Democratic Alliance), and the HNS (Croatian
People's Party), agreed that the financing of the election campaign
should be transparent. For this purpose, the parties would receive
an annual amount which they get from the state budget, and would
also have the right to ensure self-financing up to 500,000 German
marks.
Negotiators agreed that the media campaign must be fair. In order to
achieve this aim it was agreed to set up a working group consisting
of HDZ and Opposition Six representatives, whose task would be to
draft a new act on the Croatian Radio and Television. The HDZ and the
Opposition Six should reach a consensus on the act as well.
Representatives of the HDZ and the Opposition Six also agreed that
bodies for the conduct of the vote should be multi-party. The
technical part of the matter is still to be considered and views
harmonised.
They also agreed that voters' lists should be promptly up-dated.
They will later discuss the date of the elections and solve this
issue by consensus.
According to the coordinator of the Opposition Six,, Luka Trconic,
the attitude of the Opposition Six is that the voting should be held
in early autumn, and not later than the beginning of December in
order not to enter the pre-holiday times.
