The party claims a large number of voters called in, displaced persons from other areas in Croatia, but who live in and around Vukovar where "they cannot vote because they allegedly were not registered in the list of voters, and cannot acquire documents on residence because competent offices are not issuing them". process involves complex checks which are not possible to be
