PRISTINA, May 15 (Hina) - The United Nations civil administrator in the southern Yugoslav province of Kosovo, Hans Haekkerup, in Pristina on Tuesday signed the most important legal document of Kosovo -- the constitutional framework
for self-government -- which will enable the holding of parliamentary elections in Kosovo, scheduled for November 17, 2001. Despite reservations, two Albanian leaders in the Kosovo Interim Administration Council, president of the Kosovo Democratic Alliance Ibrahim Rugova and president of the Alliance for Kosovo's future Ramush Haradinaj, agreed with the constitutional framework. President of the Kosovo Democratic Party Hashim Thaqi did not agree with the document. He said, however, he would participate in political processes in Kosovo, namely local elections.
