The memorandum was signed in Belgrade yesterday, between the
Organisation for Security and Cooperation in Europe Mission and the
Serbian commission on refugees. Another one was signed with
Montenegro's commission for refugees earlier this week.
The number of voters currently in Serbia and Montenegro who are
eligible to vote in the Kosovo ballot is estimated at 109,000. They
may vote at more than 200 polling stations. The ballots will be
counted at the OSCE centre for election.
OSCE has engaged 900 international observers to monitor the
election, including 125 at polling stations in Serbia and
Montenegro.
