The biggest problem occurred when some 10,000 people, less than one
percent of the voters, were unable to vote because their names were
not on voters' lists, said Zlatan Ohranovic, executive director at
the Bosnian Centre of Civilian Initiatives.
NGO observers have confirmed that the turnout at this year's ballot
has been good and that there have been no major incidents.
