ZAGREB, Sept 19 (Hina) - At Thursday's closed session the Croatian Government adopted a final bill to confirm Protocol no. 12 on the protection of human rights and fundamental liberties and forwarded it for urgent parliamentary
procedure.

Government adopted a final bill to confirm Protocol no. 12 on the
protection of human rights and fundamental liberties and forwarded
it for urgent parliamentary procedure. #L#
The Government also forwarded its opinion to the Sabor in which it
does not welcome amendments and supplements to the Constitutional
Law on Co-operation between Croatia and the International Criminal
Tribunal (ICC) which was proposed by the Croatian Democratic Union
(HDZ) bench.
With the proposed amendments and supplements, Article 20 of that
law would disrupt the harmony between the constitutional law on co-
operation between Croatia and the ICC with the Statute of the ICC
and with regulations on procedures that enable co-operation
between Croatia and the ICC. Furthermore this would disrupt the
accepted concept of priorities of court proceedings for the ICC.
The government did not have any objections to a report on the
developments and work in supervising banks in Croatia. The
government will also, before the end of 2002, come up with a
programme to conduct supervision over financial institutions and
the financial market on the basis of consolidation in keeping with
the conclusions adopted at the 23rd sitting of the Croatian Sabor.
The Government adopted a report on specific loans to purchase
shares or stocks in companies in the process of privatisation, a
report on the Croatian National Bank (HNB) on specific loans
approved for the purchase of shares and stocks in companies in the
process of privatisation supplemented with additional information
from the HNB relating the results of certain controls conducted
over approvals and uses of specific loans to purchase shares in
companies in the privatisation process and loans based on life
insurance and redundancy packages.
The Government did not have any objections to a report on the
execution of a statistics research programme for 2001 and a report
by the Central Bureau of Statistics on tasks conducted and funding
spent in 2001 and in keeping with that forwarded its possible
evaluation to the Sabor.
It also forwarded to the Sabor its opinion about not having any
objections to a report on the work of the council of the radio and
television for the period from July 19, 2000 to March 31, 2002.
The Government adopted a decision to offer humanitarian assistance
to families that are part of the Croatian minority in Slovakia and
who reside in regions recently caught up with disastrous flooding.
The Government decided to issue Bonds of the Republic of Croatia
with a placement on the domestic capital market amounting to 150
million euros.
A working group for co-operation between Croatia and NATO and the
implementation of the Membership Action Plan (MAP) was founded and
Zoran Milanovic was appointed the president of this group.
The Government adopted a report on negotiations to wrap up an
agreement on free trade between Croatia and Albania.
A report on negotiations to conclude an agreement between Croatia
and Qatar relating to air traffic was also adopted.
Filip Dragovic was appointed as a member of the permanent combined
commission for the implementation of an agreement between Croatia
and Slovenia on cross-border traffic and co-operation and Zoran
Skolar was dismissed of his duties as a member of that commission.
