Racan has violated the Croatian Constitution because he initialled
an agreement on the border with Slovenia giving away a portion of
Croatia's territorial waters, and because he did not act in keeping
with parliamentary decisions, Sanader said at a press conference on
Friday.
The government is obliged to implement parliamentary decisions,
including a decision adopted in 1999 by which it was ascertained
that negotiations with Slovenia could go below the demarcation line
along the middle of Piran Bay.
He reminded that by initialling the agreement with Drnovsek, Racan
had yielded 80 percent of Piran Bay to Slovenia.
"HDZ supports good neibhgourly and friendly relations with
Slovenia, but these cannot be bought with state territory which,
according to the Constitution, is inviolable," Sanader said.
Sanader estimated that the government would find it difficult to
survive in its attempt to adopt next year's budget.
