Before the swearing-in ceremony, the parliament adopted a report by
the chairman of the newly-appointed Credentials and Privileges
Commission, Damir Sesvecan of the Croatian Democratic Union (HDZ).
The Commission discussed the official results of parliamentary
elections held on November 22, 23 and 30, 2003, submitted by the State
Electoral Commission.
The Commission determined that 152 representatives were elected into
the Croatian parliament, with 140 elected on party lists in ten
constituencies, four on party lists in a special constituency designed
for the expatriate community, and eight representatives of ethnic
minorities.
The mandates of former government members who were elected members of
parliament will be held in abeyance until the parliament holds a vote
of confidence in the new government.
Mayors and county prefects who had been elected members of parliament
could not take office because of the incompatibility of their duties
with those of MPs, so parties appointed their stand-ins.
