On December 22 and 23, Prime Minister-designate Ivo Sanader of the
Croatian Democratic Union (HDZ) party will present a programme and
the make-up of the new government and call for a vote of confidence
in his cabinet.
Under the parliamentary rules of procedure, the session will be
chaired by the president of the previous parliament, Zlatko
Tomcic.
The parliament is considered constituted with the election of a
president by a majority of the 152 representatives and a
credentials and immunity commission.
On that day, the parliament also can, but does not have to, choose
parliament vice-presidents, a secretary, a deputy secretary and a
committee for elections, nominations and administrative affairs.
According to unofficial information, at the inaugural session of
the new parliament an emergency session will be convened to discuss
bills proposing a smaller government. Under discussion will be
amendments to the Law on the Government, state administration and
the purview of ministries and other administrative organisations.
If the inaugural session is held on December 22 as unofficially
announced, it will take place on the 13th anniversary of the so-
called Christmas Constitution which was promulgated on December
22, 1990 by the first multiparty parliament.
The parliament is expected to meet regularly as of January 15 next
year.
