ZAGREB, Nov 24 (Hina) - The new, fifth Croatian parliament should be formed at least 20 days after the completion of parliamentary elections. Elections are considered complete with the publication of final results. #L# If the final results are proclaimed immediately after the expiry of deadlines for complaints, the new parliament may be constituted by the end of December or early next year. Under the constitution, the first session of parliament, known as the Sabor, is convened by the president of the republic. The parliament president is elected at the first session of parliament, which should be attended by a majority of deputies. Until the election of the new parliament president, the next parliamentary session will be chaired by the president of the previous parliament, Zlatko Tomcic of the Peasant Party. At its founding session, parliament may also elect vice- presidents, a secretary and his deputy, and a Committee on Elections, Nominations and Administrative Affairs. Parliament is also to elect a Credentials and Privileges Commission that will submit a report on the completed elections and give the names of new members of parliament, who will then be sworn in by the parliament president. The old government will be in office until the new government is formed and the new prime minister takes office. The scope of work of the old government will be reduced to most essential duties. Under article 97 of the constitution, the president of the republic gives the mandate to form a government to the person enjoying the confidence of a majority of deputies. (hina) vm sb
