MOSTAR, Dec 4 (Hina/HABENA) - The Prime Minister of the Croatian
Republic of Herceg-Bosna (HR HB), Jadranko Prlic, forwarded a
letter today to UNPROFOR Chief Commander to the former Yugoslavia,
General Cot, in which he informed General Cot of measures and
initiatives of the HR HB concerning the humanitarian situation.
Prlic points out the fact that the Government of the HR HB has
just embarked on a programme in which the first task is to change
the arrangements of the civil authorities, army and police. More
effective measures are undertaken to reach a complete hierarchy
among those who are to issue orders in the Croatian Defence Council
(HVO), so that malfeasance and arbitrariness of the local
commanders may be prevented. In the towns law and order is
implemented effectively with encouraging firs results, says the
letter of Prlic forwarded to General Cot. The Government of the HR
HB requests that conditions for the free passage of humanitarian
convoys should be strictly ensured.
Prlic's letter states as well that investigations into the events
in the village of Stupni Do (Central Bosnia) and the destruction of
the Old Bridge in Mostar are underway, since those events have
justly provoked a public outcry.

Prlic concludes his letter to General Cot with a statement on the
unanimous view of the Government of HR HB on a peaceful solution to
the B-H crisis.
