ZAGREB, Nov 16 (Hina) - Croatian deputy foreign minister Ivo
Sanader on Friday told the Croatian television that the UN Security
Council Resolution about the extension of the UNTAES mandate till
July 15, 1997 contains in itself some positive and some negative
elements. #L#
Stressing that Croatia had expected such a resolution during
the past few days, Sanader said that positive elements were those
that during "the six months the UN Security Council has to conclude
its primary, original mission and this is stated in the Resolution
very clearly".
Explaining what the UNTAES primary mission was, Sanader said
that it was "the integration of the Croatian Danubian area into the
overall constitutional and legal system of the Republic of
Croatia".
The Resolution once again "confirms that the Croatian Danubian
area is an integral part of Croatia, and that it does not give any
special status to the local Serb population," Sanader added.
The Resolution also "hails the report of the Secretary-General
Boutros Gali of 26 October, which says that UNTAES has to continue
with the introduction of the Croatian kuna into the Croatian
Danubian area during November, and that, by January 1997, the
monetary system in the Croatian Danubian area should fully root
itself with the Croatian monetary system, which means the
introduction of the kuna," Sanader said.
Reiterating that the Resolution had a number of positive
elements, Sanader said that "after talks between President Tudjman
and General Klein, as well as between defense ministers Susak and
Perry in the United States or Granic and Christopher, we have hoped
recently that the formula 'three plus three months' would be
clearly visible in the Resolution".
However, it was not clearly visible, Sanader said, stressing
that implications could be perceived, which meant that "both,
elections and the transfer of authority from UNTAES onto the
Croatian government have to be carried out within six months".
