ZAGREB, Nov 13 (Hina) - The Croatian Parliament's House of
Representatives on Wednesday omitted a draft resolution on the so-
called Zagreb government crisis from the agenda, after which most
of the opposition deputies left the session.
Sixty deputies voted in favour of leaving out the draft
resolution proposed by a group of opposition deputies while 39 were
against.
In explanation of an objection by the Constitution and
Political System Committee to the proposed agenda, Vladimir Seks
said that the draft resolution was in violation of the Constitution
and that "by adopting it the House of Representatives would step
outside its constitutional jurisdiction."
Speaking on behalf of the deputies who had proposed the
resolution, Social Democratic Party leader Ivica Racan said that
"the resolution draws attention to the drastic restriction of the
rights of local administration and self-government; the point is
that local administration is being prevented from electing
executive authority."
"It all started a year ago when it was announced that an
opposition situation in the City of Zagreb would not be allowed,"
Racan said.
The session continued with a discussion on a bill on social
organizations.
