Bosnia-Herzegovina. However, today's meeting, held under the mediation of U.S. diplomats, yielded no results.
SARAJEVO, 13 August (Hina) - Croat and Bosniac representatives on
Tuesday continued negotiations on the transfer of authority from
the bodies of Herzeg-Bosnia and the Republic of Bosnia-Herzegovina
to the Federation of Bosnia-Herzegovina. However, today's meeting,
held under the mediation of U.S. diplomats, yielded no results. #L#
During the two-day talks, the two sides had reached a high
degree of agreement regarding the document which established
commitments of the two partners in principal, Federation President
Kresimir Zubak said. However, the federal partners could still not
agree on a special annex of the document which specified exact
deadlines and measures which should be taken to achieve the
transfer of some sectors of authority to the Federation of Bosnia-
Herzegovina.
The talks on that issue would continue and in case no
agreement was reached, an independent working group would be formed
and it would have a mediating role and propose solutions for
disputable issues, Zubak said after today's closing plenary
session.
Zubak said that participants at this week's Geneva meeting
would probably not discuss those details of the agreement, but
rather focus on the remaining open questions.
The willingness of the Croat side to allow the transfer of
authority from Herzeg-Bosnia to the Federation was unquestionable,
Zubak said, adding that it was the Muslim side which was trying to
maintain as many functions as possible at the level of the Republic
of Bosnia-Herzegovina.
'We have most problems in the area of interior affairs and we
want that the Agency for Investigation and Documentation (AID) be
abolished as it actually stands for the Interior Ministry, which is
not mentioned anywhere in the Dayton agreement', Zubak said.
He also warned that at its last session the Assembly of the
Republic of Bosnia-Herzegovina had illegally established the
Institute for Public Health Care, despite the fact that that sector
was under the jurisdiction of the Federation.
