SARAJEVO, Aug 8 (Hina) - Thursday's meeting of the Bosnian
Federation Forum ended without an agreement on the transferal of
authority from Herzeg Bosnia and Bosnia to the Federation. #L#
U.S. Assistant Secretary of State John Kornblum was not able
to get the federal partners to agree on the text of the agreement
on the establishment of federal institutions.
He said that he had suggested a plan which included political
commitments and deadlines, as well as some additions.
He expressed hope that the amendments which were still to be
worked on were to be finished during this weekend so that talks
could be held with State Secretary Warren Christopher.
He warned that not reaching agreement was the best indicator
of how deep problems lay within the Federation and that because of
them it had not been possible to reach agreement on certain
political commitments.
Bosnian Federation vice president Ejup Ganic told reporters
that he had insisted on establishing a firm deadline for Herzeg
Bosnia to cease functioning, stressing that that was the main
reason for the lack of success in the talks.
Federation president Kresimir Zubak said before the meeting
that Croatia had already offered a plan which envisaged that all
federal institutions became functional before the elections and
that authority be transferred from republic and Herzeg Bosnian
bodies at the same time.
The talks passed in a tense atmosphere on the principle of
separate rooms, with Kornblum acting as mediator.
