SARAJEVO, July 31 (Hina) - After four-hour talks with Croat and Moslem representatives in Sarajevo as part of the Federation Forum, assistant to the U.S. State Secretary John Kornblum on Wednesday said that an agreement had been
reached on measures which would result in absolute establishment of all organs of authority in the Bosnian Federation as soon as possible, and in relation to this, in the gradual transfer of the remainder of functions of Croatia and Bosnia-Herzegovina to the Federation.

SARAJEVO, July 31 (Hina) - After four-hour talks with Croat and
Moslem representatives in Sarajevo as part of the Federation Forum,
assistant to the U.S. State Secretary John Kornblum on Wednesday
said that an agreement had been reached on measures which would
result in absolute establishment of all organs of authority in the
Bosnian Federation as soon as possible, and in relation to this, in
the gradual transfer of the remainder of functions of Croatia and
Bosnia-Herzegovina to the Federation. #L#
Very significant results had been accomplished, Kornblum said,
adding that the two sides had agreed that a joint implementation
plan should take effect next week, which would ensure the
functioning of unified federal organs of authority as the basis for
the establishment of central government institutions in Bosnia
after elections.
This meant the abolishment of all Herzeg-Bosnian functions, as
well as the transformation of all republic institutions into
federal," Kornblum said.
The plan should be implemented by the end of next week, he
added.
Kornblum expressed dissatisfaction that the authorities in
Sarajevo had still not given consent for the beginning of
functioning of the independent television network as an important
prop to the media and political pluralism in Bosnia.
Kornblum also held talks with Bosnian Serb leaders at IFOR's
liaison office in Pale.
He commented the talks as a continuation of what Holbrooke had
begun, aimed at a fuller implementation of the Dayton accords.
The Pale leaders pledged to respect in full all the
commitments they had taken on, but Kornblum warned that promises
would not be enough and that concrete proof of cooperation would be
necessary, as well as proof that Karadzic had gone.
Kornblum is to travel to Mostar on Thursday and then to
Zagreb.
