According to Bildt's spokesman Golum Murphy, International
Police and IFOR police would also take part in the investigation.
The UN Relief Agency (UNHCR) representatives described the
incident as a "drastic violation of refugees' rights to return to
their homes."
"We are going through the most critical period since the
signing of the Dayton Agreement," UNHCR spokesman Randolph Ryan
said.
No refugee convoys were allowed to cross entity boundaries
yesterday, Ryan said.
Meanwhile, IFOR is conducting its own investigation. Spokesman
Simon Haselock only today confirmed that there were two victims and
not one as it was affirmed yesterday.
The investigation showed that at least one of the victims had
been shot. The killings occurred in the disengagement zone where
nobody is allowed to carry firearms except IFOR troops and local
police (sidearms only).
Other refugees from that group who witnessed the incident said
automatic rifle fire had been heard.
