SARAJEVO, Feb 8 (Hina) - The President of the Federation of Bosnia- Herzegovina Kresimir Zubak on Thursday warned that the decision of the EU Administrator of Mostar Hans Koschnik on the organisation of the city had stopped the
normalisation process in the city and posed a threat to the implementation of other measures aimed at the establishment of the Federation.
SARAJEVO, Feb 8 (Hina) - The President of the Federation of Bosnia-
Herzegovina Kresimir Zubak on Thursday warned that the decision of
the EU Administrator of Mostar Hans Koschnik on the organisation of
the city had stopped the normalisation process in the city and
posed a threat to the implementation of other measures aimed at the
establishment of the Federation. #L#
In an interview with the Sarajevo-based radio 'Vrhbosna',
Zubak said that Koschnik's decision was a big mistake and added
that it was very difficult now to say how much time would have to
pass until the normalisation of the situation in Mostar continued.
Today's statement from Zubak's office said that the
Constituent Assembly of the Federation had adopted the part of the
Dayton Agreement which related to the status of Mostar and the
Memorandum on Mostar, according to which the city's organisation
should be based on six municipalities. 'This binding legal decision
has been severely violated by Koschnik's decision because his
decision introduces a new, seventh municipality or district', the
statement said.
'That is why the President of the Federation of Bosnia-
Herzegovina rejects the decision on Mr Koschnik's arbitration and
refuses to work on its implementation', the statement said, adding
that Koschnik's decision was not arbitration, but a personal,
legally unfounded act.
Zubak also stressed that it was quite possible now that the
solution of other questions in the Federation stopped, especially
the issue of cantons, customs and the status of Sarajevo.
'Again we have an attempt to impose the authority of the
Government of the Republic of Bosnia-Herzegovina on the
Federation's Government', Zubak said, recalling that by
establishing the Agency for Investigation and Documentation - which
was actually an intelligence service - the Bosnian Presidency had
seized part of legal authorities of the Federation's Interior
Ministry.
Commenting on discussions about the future organisation of
Sarajevo, Zubak said that all recent decisions on transitional
municipal council had been illegal.
'All decisions relating to Sarajevo have to be reached with
assent from the two peoples and Croats cannot be pushed aside',
Zubak said.
