CROATIA HAS DONE MOST FOR THE FEDERATION, BISCEVIC SAYS

ZAGREB, Jan 22 (Hina) - Today's VECERNJI LIST carries an interview with Hidajet Biscevic, an aide to the foreign minister of the Republic of Croatia. Following are the excerpts concerning the Federation of Bosnia-Herzegovina and its functioning. "When we speak about Bosnia-Herzegovina, it is important that Bosnia-Herzegovina's leaderships, first of all Bosniacs (Moslems), accept sincerely the Dayton model and do not continue calculating with various options, either with neo-integral ones, or with those ones about the division of Bosnia in three parts and thus the creation of the third entity which will be Moslem. Then, it is important to finish the process of establishing all central instruments of authorities: the executive judicial and legislative powers, which will be the central authority to act between the Federation of Bosnia-Herzegovina and the 'Republic Srpska'. The third thing of crucial importance is to finish the establishment of the Federation of Bosnia-Herzegovina," Biscevic said and cautioned that there were some tendencies and persons who were stalling that process. "Without the election of the government of the Federation, no burning issue can be resolved in the area of the Federation, and there are many such problems. Without the election of the Government, there can be no reduction in authorities of the Croatian Republic of Herzeg-Bosnia," Biscevic added. "The Federation is, perhaps at the moment, mostly dependent on the relations of powers in the Bosniac leadership. Moslems must decide what they want," he said. Commenting on the fact that a part of the international community believes that Croatia is to be only, or mostly, blamed for problems in the Federation, Biscevic said: "Really, Croatia has done most for the Federation - I will not mention special agreements or Croatia's political and military actions, which have, simply speaking, made the Federation possible - from the Washington and the Split Declaration to Dayton. In this light, accusations against Croatia are totally groundless, regardless of that we know that they (accusations) reflect differences in interests of EU member-countries, as well as their frustration because of the current role of the United States. The Federation is not and cannot be only Croatia's 'child', particularly as long as there are various views in the Bosniac side on the nature of the Federation and Bosnia-Herzegovina."
