SDA SHOULD APPOINT A NEW PRIME MINISTER DESIGNATE, ZUBAK SAYS

SARAJEVO, Jan 20 (Hina/Habena) - The President of the Federation of Bosnia-Herzegovina, Kresimir Zubak, said that the (Moslem-led) Party of Democratic Action (SDA) should appoint a new prime minister designate of the Republic of Bosnia-Herzegovina, if Haris Silajdzic, the Prime Minister of the Republic and Federation of Bosnia-Herzegovina, presented his rejection to make up a new government, with "a fait accompli".
#L# The Croatian side agrees that a new prime minister of the Republic of Bosnia-Herzegovina can be Silajdzic, but he has set up a precondition for this by establishing the government in such way as he thinks it should be done. His precondition has not been accepted by the Assembly of the Republic, Zubak told the Bosnian Radio in an interview on Saturday, commenting on a statement by Silajdzic that he "will not form a new government of the Republic unless the law on the government of the Republic of Bosnia- Herzegovina is changed". Zubak told the radio that the procedure of passing this law at the last session of the Assembly was in line with rules of procedure. "We must resolve this situation as soon as possible. We must elect governments of the Republic and the Federation of Bosnia- Herzegovina soon," Zubak said. After talks with SDA leaders, Prime Minister Silajdzic told the Bosnian Television yesterday that he would not accept to be a prime minister designate and to form a new government if the law on the government of the Republic of Bosnia-Herzegovina continue to be in effect, under which the government could have five ministers with portfolio and one minister without portfolio. "We have returned from Dayton with the integrity and sovereignty of Bosnia-Herzegovina. This is most valuable in the peace accords on Bosnia-Herzegovina. However, the sovereignty and integrity cannot stand for themselves, and they should be strengthened through institutions. The weakening of those institutions means the weakening of Bosnia-Herzegovina," the Herzeg-Bosnian news agency (Habena) quoted Silajdzic as saying. (hina) mms 202200 MET jan 96
