Cotti said that the head of the OSCE mission in Bosnia,
ambassador Robert Frowick, had composed the commission, comprising
Sir Kenneth Scott, a senior official with the OSCE and former
British ambassador to the former Yugoslavia; Kasim Begic, a Bosnian
government representative; Slobodan Kovac, representative of
"Republika Srpska" and a judge of its constitutional court; Mato
Tadic, Minister of Justice in the Bosnian Federation Government;
and John Reid, a Canadian expert on election procedures.
Cotti chaired a meeting between the President of the
Federation of Bosnia-Herzegovina, Kresimir Zubak and the Vice-
President of the "Republic of Serbia", Nikola Koljevic. Also
attended Hungarian Foreign Minister, Lazslo Kovacsz and Denmark's
Niels Helveg-Petersen.
Cotti said a high level of communication and cooperation had
been reached at the meeting, and that it should be maintained.
Frowick, who will act as head of the election committee, said
that he expected the election deadline set by the Dayton Peace
Accord to be respected. Under the Accord, the elections, supervized
by the international union, should take place at the end of
September 1996, at the latest.
The OSCE officials suggested to the representatives of the two
entities that all refugees should be ensured the right to vote even
if they would not be able to return to the country in time for the
elections. The suggestion was accepted by both sides.
