last week, the Croatian National Parliament House of
Representatives on Friday adopted the Regulations on the conduct of
the Croatian Radio and Television (HRT) during the upcoming
electoral campaign.
In presenting electoral activities, the HRT guarantees reporting
independence, professionality and expertise, the consistent
following of the journalistic code and generally accepted ruled of
the democratic world, the Rules, adopted with a majority of votes
(69 for, 21 pro and three abstained) said.
Not one political party or candidate may have a privileged position
on the HRT.
Such a stance must not be taken towards other participants in the
electoral procedure by any state official, and their regular
activities cannot be used for electoral purposes, according to the
rules.
The State Electoral Commission will decide on possible criticisms
or continued representation of parties, coalitions or candidates
on the HRT.
The HRT will cover electoral activities in shows after bog
information shows.
Parties and candidates will, with the assistance of a presenter, be
presented in special shows. Questions posed to all will be the same,
and a pot decision will be made on the order in which parties and
candidates will be represented.
The television will also have a special five-minute show in which
parties and heads of list of candidates will themselves present the
electoral programme - without a reporter or television presenter.
Information about electoral rallies will be given by the HRT is
special shows after daily news shows.
Up to five parties and coalitions will be able to announce their
electoral rallies after the 7.30pm and 11.30 pm news.
The television will cover the rallies in two-minute time slots and
with two audio takes.
One show will not hold more than one rally by one party or list of
candidates.
Following informative shows (at 3pm, 5pm, 7pm, and 10pm), the
Croatian Ratio will also air special shows on the electoaral
campaign.
The rules also regulate paid advertisements.
Participants in the electoral race will be able to advertise in two-
minute slots.
The HRT has the right to refuse to air any advertisement if not paid
in advance, if the advertisement has not been ordered and submitted
at least 24 hours ahead of broadcasting, and of the advertisement or
its content is contrary to the Constitution and the Law.
Parties, coalitions, independent candidates and national minority
candidates have the opportunity to air shows under auspices,
lasting 30 minutes.
According to the Rules, reporters and presenters at the HRT, who are
candidates on party or independent lists of candidates must not
perform their regular duties at the HRT during the electoral
campaign.
