ZAGREB, Nov 4 (Hina) - A decision on whether the Croatian parliament's House of Representatives will be dissolved on 12 November, or if it will function until the constitutional deadline of 27 November will be made next week, after
consultations of legal documents and with the Committee for the Constitution, Rule Book, and Political System. According to parliament president Vlatko Pavletic, he discussed the matter on Thursday with representatives of parliamentary parties outside the Opposition Six group, and representatives of minorities. If it is established that lists for the impending parliamentary elections cannot be submitted between 12 and 27 November unless the Lower House is dissolved, then it will have to be dissolved on 12 November, Pavletic said. ZAGREB, Nov 4 (Hina) - A decision on whether the Croatian
parliament's House of Representatives will be dissolved on 12
November, or if it will function until the constitutional deadline
of 27 November will be made next week, after consultations of legal
documents and with the Committee for the Constitution, Rule Book,
and Political System.
According to parliament president Vlatko Pavletic, he discussed
the matter on Thursday with representatives of parliamentary
parties outside the Opposition Six group, and representatives of
minorities.
If it is established that lists for the impending parliamentary
elections cannot be submitted between 12 and 27 November unless the
Lower House is dissolved, then it will have to be dissolved on 12
November, Pavletic said.
He added the Committee for the Constitution would meet on Monday at
the latest, and announced a meeting with representatives of all
parliamentary parties when a concrete solution was found.
Pavletic said a decision on the matter must also be brought,
democratically, by the ruling Croatian Democratic Union at a
session of its parliamentary bench and among the party's top
officials. The decision must be in the parliament's interest and in
keeping with established procedure.
Pavletic told the press today's meeting also tackled the official
scheduling of the elections.
We are all getting ready for 22 December, and no political party can
say it has been caught unawares, he said, but pointed out the
decision on the date of the elections must be made officially. He
hoped the President of the Republic would do so soon.
Pavletic said he had had to notify the Council of Europe about
election day so that observers could be sent to Croatia, adding he
had stated 22 December as the planned date.
Reporters asked Vladimir Seks, the chairman of the Committee for
the Constitution, Rule Book, and Political System, to comment on
doubts regarding the procedure surrounding the submission of
electoral lists if the Lower House was not dissolved until 27
November.
Seks said the dissolution of the House of Representatives was not in
causal relation to the electoral process. It would however be
unnatural were the pre-electoral process to begin while the mandate
of the Lower House had not been completed.
The decision on the dissolution of the Lower House will be made by
the majority party, Seks said.
