ZAGREB, Sept 5 (Hina) - The government on Thursday formulated a draft national programme of activity for youth which, when implemented, should improve the position of youth aged 15-29, who have become the poorest section of the
population, Labour and Social Welfare Minister Davorko Vidovic said.

With the programme, the government wishes to improve the quality of
life of youth, to include them in decision-making and decrease
their emigration.
Amongst about 100 measures is one whereby 16-year-olds would be
given the right to vote at local elections. Another is that a quota
for youth participation in political parties be determined, and
that the duration of community and military service should be
equal.
The proposed programme is a framework, and the measures are yet to
be worked out and operationalised by the competent ministries.
The government also formulated a draft national strategy of a
uniform policy for disabled persons until 2006. About 10 percent of
the population is disabled (430,000 people).
The strategy relates to all people with a disability, regardless of
when and how they were injured, i.e. regardless of whether they were
born disabled or became disabled through a work accident or during
the war.
By the end of 2003, the government needs to consider the possibility
of introducing a public defender's office to protect the rights of
the disabled.
