The coalition of Serb parties called "Return" voted against the
initiative, insisting that standards set by the international
community be implemented first.
If the Kosovo assembly adopts the constitutional amendments, they
will go into force only if previously approved by the UN Security
Council.
Officials of the UN civilian mission say that the amending of the
constitutional framework is a sensitive issue because it
represents the highest act of law passed under an agreement between
the UN mission and political parties.
