The committee said on Thursday that members of national minorities
would be able to vote only once in the upcoming parliamentary
elections and that they would have to opt either for party lists,
which are voted for by other citizens, or minority lists in special
constituencies.
Committee chairman Mato Arlovic recalled that the parliament had
wanted to introduce a single vote for all citizens and allow
minorities to choose between minority lists and lists which other
citizens vote for.
The Committee has forwarded its opinion to the Legislation
Committee for an authentic interpretation of the Law on the
Election of Representatives to the Parliament.
In the upcoming parliamentary elections, 140 representatives in
ten constituencies will be elected using the system of proportional
representation; eight minority representatives will be elected in
a separate constituency using the majority vote system, while
holders of Croatian citizenship without permanent residence in the
country will elect their representatives from electoral lists
using the system of proportional representation.
The Committee on the Constitution today also endorsed the final
bill on changes to the Law on the Protection of Personal Data.
