At a meeting with the highest representatives of Kosovo
institutions, political leaders and representatives of civil
society, Holbrooke and Kouchner again called for stopping violence
against minorities.
The two officials said a refusal to participate in talks with
Belgrade could be a signal to the international community that
Kosovo was not ready to start a dialogue about its future. Although
the meeting in Vienna will focus exclusively on technical issues,
it nevertheless is the start of talks on Kosovo's final status, the
two officials said at the end of their three-day visit.
