ZAGREB, June 23 (Hina) - The Croatian parliament on Monday started a debate about a final bill on changes to the Law on Civil Action at the start of this week's sitting.

debate about a final bill on changes to the Law on Civil Action at
the start of this week's sitting. #L#
The purpose of the bill is to simplify civil procedures and make
them more efficient, as well as improve legal protection in
general.
Under the bill, in the initial stage civil procedures would be
conducted by one judge. Only facts presented in the procedure by the
parties involved would be taken into account and judges would no
longer have to collect evidence.
The bill restricts the introduction of new facts during the
procedure and introduces a set of measures preventing the abuse of
the procedure, including fines.
The bill provides for a more efficient system of delivery of court
summonses, which, along with the post, would also be delivered by
other services.
The Supreme Court would have the possibility to revise all
procedures and the State Prosecutor's Office would no longer be
able to appeal on behalf of the state.
