voting on 54 previously debated laws by adopting a plan on
constructing and maintaining public and state roads and a plan on
maintaining and reconstructing highways in 2003. #L#
Because the newly-installed electronic voting system failed again,
MPs voted on bills with a show of hands.
Parliament adopted a law on foreign exchange transactions which
regulates a number of areas, from direct investments abroad,
investments into real-estate and transactions with bonds, to the
carrying of money in and out of the country.
According to the new law, citizens will be able to take out of the
country EUR3,000 instead of 1,000 German marks as has been the case
so far, and carry in or out 15,000 (EUR2,000) instead of 2,000
(EUR266) kuna.
Despite opposition from the government, MPs voted in favour of
amendments to the Law on Fire-Fighting, proposed by deputies of the
Istrian Democratic Assembly (IDS), Croatian Peasant Party (HSS)
and the Social Democrats (SDP). The changes relate to the
abolishment of sanctions against volunteer fire-fighting
societies for inadequate equipment.
MPs adopted a HSS-sponsored bill on the temporary ban on importing,
selling, using and producing genetically modified organisms (GMOs)
and products, in its first reading.
Parliament endorsed a conclusion by the Committee on Labour,
Welfare and Health, binding the government to as soon as possible
send into parliamentary procedure bills which would
comprehensively regulate this issue.
Following a government recommendation, deputies rejected a
proposal by the Croatian Party of Rights (HSP) that GMOs be
completely forbidden on the Croatian market.
Parliament adopted a government-sponsored bill on humanitarian
aid, a bill on awarding the promotion of the rights of children and a
bill on ratifying an agreement with Latvia on the fight against
terrorism, drug trafficking and organised crime.
MPs also endorsed a bill on hydrography in its first reading, HSP-
amendments to the Law on Maritime Fishing and a bill on market
race.
