In its final bill on changes to the Labour Act, the government
offers compromise solutions for issues which employers and trade
unions have failed to agree on, Labour Minister Davorko Vidovic
said.
The government also debated work on holidays and Sundays, with
Vice-Premier Ante Simonic stating that the bill provided the
possibility of regulating work on Sundays for all services, not
only commerce, respecting the specific characteristics of some
professions, for example, the medical one.
The government entrusted competent ministries to prepare, in a
month's time, a report on work on Sundays and define the term
"necessary work" on Sundays so as to prevent the exploitation of
workers.
The package of accompanying bills includes a bill on the payment of
workers' claims in case their employer goes bankrupt, which enables
the state to act as the creditor and protect workers' interests.
The bill envisages setting up a special fund to pay workers' claims,
which in the first year is expected to require some 50 million kuna.
The funds will be taken from the budget and this year from the
Croatian Privatisation Fund.
Changes to the law on employment mediation and rights of the
unemployed and changes to the law on occupational safety should
ensure greater labour efficiency and better worker protection.
The package also includes bills on pension and health insurance.
