which have the status of "occupying forces" in Iraq and

Picula took part in a session of the Council of Europe's Ministerial
Committee in Strasbourg on Wednesday and Thursday. The informal
part of the session focused on the reconstruction of Iraq.
"We are preparing for possible cooperation with countries which
have the status of occupying forces in Iraq, as well as with the
U.N.," Picula told Croatian reporters.
To what extent the U.N. will participate in rebuilding Iraq remains
an open issue and it is difficult to speak about the contribution of
an individual country, including Croatia, without an answer to this
question, he said.
