ZAGREB, May 9 (Hina) - Croatian Foreign Minister Tonino Picula on Friday held talks with the head of the Serb Democratic Forum's Steering Board, Veljko Dzakula, who informed him about problems in the process of property restitution and reconstruction of destroyed houses in areas of special state concern, as well as about the issue of tenancy rights, the Foreign Ministry said. #L# Picula said that most of those who had wanted to return to Croatia had done so. According to data from the ministry of public works, reconstruction and construction, certificates for reconstruction have been issued for almost all reconstruction requests, however, reconstruction works have not started in all areas yet, the minister was quoted as saying. Picula stated that tenancy and property rights were not the same thing and that the government's stand in that regard was clear as well as that the housing problems of returnees in areas of special state concern were being solved adequately through certain measures. Asked by Dzakula about possible changes in the visa regime for citizens of Serbia and Montenegro, Picula said preparations were underway for the further liberalisation of the visa regime, however, the cancellation of visa requirements for Serbia and Montenegro's citizens was out of the question for the time being.
