NEW YORK, April 15 (Hina) - The U.N. Security Council on Monday endorsed a decision by the world body's civil administrator in Kosovo, Michael Steiner, to declare that a law on higher education the province's parliament adopted on
April 3 had no legal effect.

endorsed a decision by the world body's civil administrator in
Kosovo, Michael Steiner, to declare that a law on higher education
the province's parliament adopted on April 3 had no legal effect.

Steiner made the decision given that only laws issued by him can go
into force. Moreover, the Kosovo parliament did not respect a
special procedure on the protection of minorities' rights.
The Security Council expressed concern with the fact that the law
was adopted without Steiner and urged transitional government
bodies to focus on activities within their jurisdiction, as
envisaged by Resolution 1244.
The Council strongly reaffirmed the need of strictly implementing
said resolution and respecting decisions made by Steiner.
