Seven weeks after the previous election, 47.1 percent of voters
went to the polls, 1.1 percent more than in the first round but still
short of the 50 percent plus one vote required by law for the
election to be valid, said the Centre.
The election boycott by the opposition parties has succeeded once
again even though representatives of almost every international
organisation urged citizens to vote, analysts say.
Of the nine candidates who ran in the second presidential race,
Filip Vujanovic of the ruling socialist party won the most votes --
over 82 percent, the Centre estimates.
The new election round will be scheduled shortly.
Prime Minister Milo Djukanovic has announced one of the first tasks
of his new cabinet will be to change the law on the election of the
head of state so that the candidate who has won the most votes will
become president, regardless of the electoral turnout.
The official results of the second round of the presidential
election are expected later in the day, the election commission has
announced.
