The Yugoslav parliament's upper house on Tuesday adopted the
Constitutional Charter on the Union of Serbia and Montenegro and
the accompanying law on its implementation.
Later in the day and after a day-long debate on constitutional
documents, the lower house also adopted the charter and the law with
a majority of votes. A total of 84 MPs voted for and 31 against the
Constitutional Charter. The law on its implementation got the
support of 72 MPs, while 39 voted against.
Opposition MPs mostly voted against both documents. MPs of Vojislav
Kostunica's Democratic Party of Serbia voted for the charter, but
against the accompanying law.
Both republics' parliaments adopted the two constitutional
documents some ten days ago.
The Constitutional Charter and the accompanying law should come
into effect immediately upon their proclamation. Ten days after the
proclamation of these documents, the assemblies of both republics
should elect MPs of the joint parliament which should be
constituted after five days.
At the first session of the new parliament MPs will elect its
president and vice-president. The president of the union and the
president of the Council of Ministers should be elected at the
second session.
After the adoption of the charter and the law on its implementation,
the former federal parliament, government, court and
constitutional court, as well as the Yugoslav Army will continue
functioning for a month, until organs of the new union are
constituted. The army will be transformed into the Army of Serbia
and Montenegro.
Several federal institutions will become institutions of Serbia,
while as many as 30 federal ministries, institutes and other bodies
will cease to exist.
