The leader of the Trade Union of Croatian Teachers, Mato Elkaz, said the only offer made by the government at Tuesday's talks was to start negotiations, which the unions believed was only an attempt to buy time.
The unions demand a 12 percent increase in the basic salary, a selective increase of salaries in the school system, and a change in the government's policy towards science and education.
The unions have notified Education, Science and Sports Minister Dragan Primorac about the strike, calling on him to join it.
The strike received the support of 87 percent of the trade unions' members.
