Reinhardt was quoted by Stuttgarter Zeitung of Thursday as saying the Bundeswehr did not fail only because of communication difficulties but also due to a wrong approach to the solving of the problem.
Reinhardt also criticised the European Union's policy toward Kosovo, saying it was bad for the province not to have a clear political plan, to reject investments and halt privatisation. He said a decision on Kosovo's political destiny should be adopted as soon as possible.
After the March clashes, German Defence Minister Peter Struck defended the Bundeswehr, saying the German troops had encountered minor communication problems. Most religious buildings demolished in the clashes were located in the German sector in Kosovo.
