Rexhepi made the appeal after meeting the new U.N. civil administrator in Kosovo, Soren Jessen Petersen.
Rexhepi also urged Belgrade to change its position and not stop Kosovo Serbs from voting in Kosovo's general elections scheduled for October 23.
Preparations for the ballot were discussed by Kosovo President Ibrahim Rugova and the chief of the Organisation for Security and Cooperation in Europe Mission to Kosovo, Pascal Fieschi, who reiterated their appeal to Kosovo Serbs to go to the polls.
Rugova reminded local Serbs that voting was in their interest.
The local U.N. Mission has said the non-participation of Serbs in the elections will not question the ballot's legitimacy. Kosovo Serbs did not vote in the first general elections in Kosovo after the war, but did take part in the last parliamentary and municipal elections.
