During a discussion, which was organised on Tuesday by the Kosovo
parliament's working group for changes to the Constitutional
Framework, representatives of Kosovo institutions and experts urged
that this basic legal document of the province be changed.
In a letter to the parliament president, Civil Administrator Holkeri
said the parliament had the right to act only in those areas in which
it held powers. The proposal to make changes to the Constitutional
Framework is outside the jurisdiction of the Kosovo parliament and
encroaches on the rights which are reserved for the UN Interim
Administration Mission in Kosovo (UNMIK), Holkeri said.
The Constitutional Framework was adopted with the consent of the UN
Security Council and the Kosovo parliament can submit amendments only
with regard to certain issues, however, it is not allowed to make
substantial changes, Holkeri said, adding that such changes can be
made only on the initiative of the UN Civil Administrator.
Commenting on the UNMIK's position, the head of the working group for
changes to the Constitutional Framework,
Arsim Bajrami, said the people of Kosovo were aware of the limitations
from the UN Security Council's Resolution 1244, but that there was
still room for making changes to the Constitutional Framework.
