ZAGREB, Jan 12 (Hina) - The Croatian Radio and Television (HRT) Programmes Council on Monday again discussed the HRT's statute, but failed to adopt this fundamental document as proposed by the HRT Directorate. About a dozen of a total
of 60 articles remain to be discussed at the next session of the Council, which was scheduled for Friday.

Programmes Council on Monday again discussed the HRT's statute, but
failed to adopt this fundamental document as proposed by the HRT
Directorate. About a dozen of a total of 60 articles remain to be
discussed at the next session of the Council, which was scheduled for

The two main issues discussed at today's session were relations
between the Directorate and the Programmes Council and ambiguities in
the adoption of the programming plan.
Some members of the Programmes Council warned that the HRT statute
should strengthen the Council's role in the operation of the HRT.
Participants in the discussion adopted a proposal that the Directorate
be bound to give its opinion on the business and financial plans and
the programming plan once a year and at the start of each mandate of
the Council. The Council is bound to give its opinion on the business
report once in three months.
It was said that the HRT director, respecting editorial autonomy,
should have influence on the programming plan as it is part of the
business plan, which is what the director is responsible for.
Some members of the Council proposed that the Council be given the
authority to influence some internal regulations of the HRT, such as
those on job systematisation, but the proposal was not adopted.
The adoption of the statute would be the first task of the new
11-member Programmes Council, established in line with the latest
changes to the Law on the HRT, as the last condition for inviting
applications for senior HRT officials.
