ZAGREB, Dec 30 (Hina) - The U.N. Civilian Administrator to Kosovo, Harri Holkeri, on Tuesday informed Kosovo Premier Bajram Rexhepi that he had transferred a great deal of powers defined in Chapter 5 of the Constitutional Framework to
Kosovo transitional institutions and that the UN Security Council had approved his decision.
ZAGREB, Dec 30 (Hina) - The U.N. Civilian Administrator to Kosovo,
Harri Holkeri, on Tuesday informed Kosovo Premier Bajram Rexhepi that
he had transferred a great deal of powers defined in Chapter 5 of the
Constitutional Framework to Kosovo transitional institutions and that
the UN Security Council had approved his decision.#L#
The transferred authorities cover the sectors of industry, power,
education, trade and media.
A spokesman for the UN Mission in Kosovo (UNMIK), Sunil Narula, said
that of 44 sectors defined in Chapter 5, 34 were now under
jurisdiction of Kosovo's government. The rest of 10 waits for the
adoption of relevant laws.
A spokeswoman for Premier Rexhepi, Mimoza Kusari, said Holkeri's
decision meant the strengthening of Kosovo's government.
Holkeri's move, however, was met with criticism of the head of
Serbia's co-ordinating centre for Kosovo, Nebojsa Covic, and a Kosovo
Serb leader, Oliver Ivanovic.
Covic strongly protested over the UN official's decision, accusing
Holkeri of trying to complete the job which his predecessor, Michael
Steiner, had begun.
Holkeri also notified Rexhepi that the UNMIK was planning to engage
local institutions with an advisory role in some sectors for which
only the UN mission was responsible now. Covic said this was "a new
step toward forming independent Kosovo".
