ZAGREB, April 6 (Hina) - Clubs of parliamentary parties on Wednesday were divided over proposals by the Istrian Democratic Party (IDS) and Social Democratic Party (SDP) that the parliament adopt a declaration on anti-fascism.

The two parties, which were supported by the Croatian People's Party (HNS), the Independent Democratic Serb Party (SDSS) and the Croatian Pensioners' Party (HSU), believe that anti-fascist fighters from the Second World War should enjoy the same rights as Croatian Homeland War veterans.

The Croatian Party of Rights (HSP) and the club of the Social Liberal Party and the Democratic Centre (HSLS/DC) were against the declaration, while MPs of the ruling Croatian Democratic Union (HDZ) accepted only those segments of the proposed document referring to the cherishing of anti-fascist values.

The debate, which was marked by a heated exchange of arguments, will resume on Thursday.

The HDZ club's chairman Luka Bebic said his party supported an initiative that the Sabor take part in organising ceremonies marking the 60th anniversary of the victory of anti-fascism and that Croatia should be promoted as one of the first European countries in which anti-fascism movements were established.

Bebic, however, opposed normative measures in the document which would also cover the 1991-1995 Homeland Defence War.

Sabor Speaker Vladimir Seks said the parliament's presidency would consider the proposal for the Sabor to take part in organising ceremonies commemorating the 60th anniversary of the victory over fascism.

According to the proposals by the IDS and the SDP, a single law should be adopted to equate the rights of Croatian WWII anti-fascist fighters with the rights of veterans from the 1991-1995 Homeland War. The rights of disabled WWII veterans would be the same as the rights of disabled Homeland War veterans, and the rights of those who were persecuted during the 1941-1945 Nazi-styled Ustasha regime would be equated with the rights of political prisoners who were processed after 1945.

The state authorities will be bound to organise the marking of anti-fascist holidays important for Croatia and the Education Ministry would be bound to incorporate into school books truthful texts about WWII. The IDS and the SDP also insisted on the reconstruction and protection of monuments erected in tribute to anti-fascism.
