ZAGREB, March 3 (Hina) - The Croatian government on Thursday defined changes to a law regulating the election of members of representative bodies in counties, cities and municipalities.

According to the draft amendments, members of the representative body in a unit of local self-government can be elected by those who have permanent residence and live in that unit. Only residents living in and having permanent residence in a unit of local self-government can be nominated for members of the representative body in that unit.

The government also proposes that the ban on electioneering should end at the close of polling stations at 19:00 hrs on election day rather than at midnight of the same day.

The Ivo Sanader cabinet also proposes fines for those who violate the electioneering ban. Individuals breaking the ban face a fine of 500 kuna, legal entities between 2,000 and 20,000 kuna, and responsible persons between 1,000 and 5000 kuna.

It also proposed that a person heading a party slate at elections does not have to be the party's candidate in a constituency.

The government also decided to give 20 county towns plus Pula and Velika Gorica the status of city.

Interior Minister Marijan Mlinaric proposed the establishment of the Foundation of Police Solidarity which would receive voluntary donations from policemen, companies and individuals. In this context, Mlinaric said that since 1991, 119 police officers have been killed on duty and many more injured.

The government approved an agreement on Germany's deed of donation of 1.8 million euros for the preparation of water management projects in Croatia.
